Subject: [PATCH] frigate: sync config to live state, fix /tmp/cache size,
 enable VAAPI on house_east/pool_room, throttle shop_west detection

- docker-compose.yml: increase /tmp/cache tmpfs from 4G to 8G, add Coral USB
  device passthrough (/dev/bus/usb), fix memswap_limit to 16G (was equal to mem_limit)
- config.yml: replace OpenVINO detector with Coral edgetpu (usb), update model
  dimensions to 320x320 and pixel format to rgb, enable VAAPI on house_east and
  pool_room, throttle shop_west to 2fps with stricter person/car filters (min_area
  + threshold), add offline note for gate_camera, enable semantic_search (large),
  face_recognition (small), LPR, and bird classification
