Implement bulk start/stop/restart actions for all containers in a group.

Tasks

POST /api/groups/{id}/start - start all containers in the group
POST /api/groups/{id}/stop - stop all containers in the group
POST /api/groups/{id}/restart - restart all containers in the group
Fan-out requests to all relevant node agents in parallel
Return aggregate result: {succeeded: [...], failed: [...]}
Handle partial failures gracefully

Notes

Use asyncio.gather for parallel requests to multiple nodes
Should not fail the entire operation if one container action fails
