Implement group management CRUD endpoints with JSON file persistence.

Tasks

GET /api/groups - list all groups
POST /api/groups - create a new group
PUT /api/groups/{id} - update group name/description/members
DELETE /api/groups/{id} - delete a group
JSON file persistence at /data/groups.json
Group schema: { id, name, description, members: [{node, container_id}] }

Notes

Groups are user-defined collections of containers across any nodes
File-based persistence keeps it simple (no database needed)
In-memory cache with write-through to file
