Implement the core proxy endpoints in the central API server that aggregate data from all 3 node agents.

Tasks

GET /api/services - proxy to all node agents, merge container lists with node metadata
GET /api/nodes - return status of all 3 nodes (reachable, container count, uptime)
POST /api/services/{node}/{id}/start|stop|restart - proxy action to correct node agent
GET /api/services/{node}/{id}/logs - proxy log fetch to correct node
Error handling when a node agent is unreachable (return partial data with node status)

Notes

Node agent base URLs configured via environment variables
NODE_AGENT_URLS: hf-pdocker-01:8889, hf-pdocker-02:8889, bart:8889
Uses httpx for async requests to node agents
